Take the piece of paper for the background and draw 7 winding lines on it. The lines should all start on one long end of the sheet and end one or two inches away from the other end. Try to draw the lines similar to each other:

Now cut along the lines with your scissors.
Then take the other piece of paper and cut it into many stripes, each about 1-2 inches wide, but varying in width:

Now take one of the stripes and start the patchwork. Move it all the way down where the cuts start. Make sure the stripe is visible at the buttom and the top:

Continue with the next stripe. Again it should be visible at the top and the bottom but the hidden parts should be inbetween the ones from the first stripe. Hard to explain, just look at the picture:

Continue, always alternating the visible parts.

Fill the cuts until the unused space is equal on both sides.
Then fix the patchwork with a few pieces of sticky tape. Try not to leave gaps in the background paper where the cuts are.

Finally cut off overlapping foreground stripes on both sides:

Now turn it around, your masterpiece is finished!
